Issuing Bank/Institution (Issuer)

Is an entity which grants Credit Card and/or lines of Credit through Card Association the Transaction on behalf of the Customer.  

How does Issuer work?

An Issuer is responsible for the Customers ability to transact and repay the debt which Customer accumulates with the Credit Card or line of Credit given by the Issuer. The Issuer assumes the primary liability for the consumer's capacity to pay off debts they incur with their card.
